I can't make a recommendation but both Sony and Olympus have models around $50-70 that include USB connections for uploading to PCs. I don't know if they use MP3, wave, or something else.

A co-worker was looking at the Olympus offerings last week. I don't know if she bought or not. She was comparing to this Sony model.

Dragon Naturally Speaking has this neat thing where it can take a voice recording and transcribe it to plain text or a Word document. Very handy in conjunction with a voice recorder.

I use a Creative Labs MP3 player for that purpose.
