Weird send email under Exchange issue on iPhone iOS 6

I have a user here who cannot send e-mails through his Exchange account on his iPhone, but only when he's connected to the 3G/4G network. It works when he's connected to the local wifi. The iPhone is still using iOS 6. This is not my field of knowledge at all.What to do?

My only guess would be if the network is blocking some ports? No idea how to even test that, does he have hotspot support on the device?

Is the impacted account configured for Exchange ActiveSync or as IMAP/SMTP?

Maybe something in the phone config that says don't send mail over 3G/4G but only over Wi-Fi. Many have this option to save on mobile phone data bills.

A good test, does it work when he it's at home or coffee shop on wifi?
