"Bush also vetoed a measure that would give county governments the chance to add a $2 a day tax on rental cars if approved by a countywide referendum. That provision was part of Senate Bill 1350 that was expected to improve the level of competition for contractor bids on transportation improvement projects.
Bush said he didn't like how such a tax would target tourists who had no say in the matter.
"While I appreciate the inclusion of voter approval as a prerequisite to implementing the new tax, these taxes will be paid disparately by tourists visiting Florida, consequently creating taxation without representation on a large scale," Bush said in a statement. "Philosophically, I cannot support this."

Florida alrady has a $2.05 surchage for rental vehicles, in addition to normal local/state taxes.
Sure beats NY, which has an additional 5% surcharge in addition to normal sales tax, bringing the combined tax rate for a rental to around 13-14%.
Didn't California voters vote a few years back that all gas tax revenue should be used for transportation, and still ended up with over 800 million going back to the general fund, with only ~300 million used for transport?

Should people renting in Kansas City have to pay an extra $4 dollars per day to fund a freaking downtown arena?
Also, not everyone that rents a car is necessarily from out of town.
