Without reading the article, I'm guessing that all 18 are

"Install Windows 98"

I looked through them real quick and it's all the basics. Defrag drive, scan drive for errors. Use FAT32 because NTFS is only suited for business use. (bah, bullshit)

Defragging was about the only useful tip; I think it was aimed more for computer new comers.
