Well, you can be fifteen and compete. But you have to turn 16 the year of the competition.
The problem with the Chinese gymnasts is that there's pretty good evidence that they're younger than their passports say. And, to be honest, when a little fudging of Chew Gum's age will get the whole Chew Bubbleyum family a place to live and an income... they'll do it, or someone will "take care of them" some other way.
