Citibank is a scam without the help of the Chinese spam scum.
If you hold a Citibank credit card and cancel it, be warned. They re-opened my closed account and applied a charge to it without any authorization or notice from me. They could not explain how it happened either.
Citibank is not to be trusted.

They did something like that to me, too. I cancelled a Citibank Mastercard that was paid in full and they opened it back up to apply an $8 fee for something or other, then kept calling to harrass me for not paying the $8 fee.
