I think that's the point of the footer...it's the very last thing on the page.

Maybe so, but many times something must be added below the footer even after the originator is dead. I did that relatively frequently some years ago.

So, text after the footer would, in fact, be part of the footer.

Maybe the question is, how do I put a special footer on page x?

Or, it would now become the footer and whatever is before it is now part of the body document.

The issue is that a footer, like a header, repeats on each page. This person just wants a special footer on a particular page; that's easy enough to do in Word using sections.
