your actual goal would be a good thing to include as opposed to the tool used to accomplish that goal

Don't they all do pretty much the same thing?
I just want to monitor incoming and outgoing TCP/IP packets on my machine. I've downloaded a couple of program trial so far - CommView, Iris, and a couple others - but they're ridiculously expensive. I guess I'm looking for something with similar functionality that costs nothing.
I should mention that I'm very new to the world of packet sniffing and the such, so I can't appreciate the finer points of these programs, but I'm learning, slowly.

commercial windows ones will have much more readable and extended output, namely service names on port scans and testing for known vulnerabilities on found services. tcpdump will just show you what's happening in raw form.
