Does someone know which user rights need to be granted on NT workstation to allow someone to "End Process"? I don't want to give them more than power user otherwise.

AFAIK You can find such an option in the special permissions (in User Manager). It's present atleast in domains. IIRC it's per group, not per user.
You could find this option in "local computer policy" in 2k/XP, but I don't think that it's available in NT,
