Windows 7 has the power management option to set a minimum CPU state (see screen capture). I have mine set to 5% when plugged in. Are there downsides to this? Should I just set it to 0% when plugged in to allow the OS to tell the CPU to idle as low as possible to save power? I can't find any decent info on the pros and cons to setting this lower or higher. I confirmed the maximum value works on the fly. I tried setting it to 5% and the CPU instantly dropped in speed. It also works when I unplug the UPS from the wall. I haven't noticed any difference when I change the minimum values.
