Remove scum bag scam

A friend has got a scam that keeps poping up on his computer. It claims that his computer is infected and for $49.99 they can remove it

What is the best way to remove this scum? (besides 'format C:')

I searched last night for that link with no luck. Probably should have had more sleep.

In this case, I installed Microsoft Security Essentials along with the latest updates and it found and removed the scum.
