It's more likely the US mobile carriers taking their time and not Samsung at this point.

T mobile doesn't update the OS very frequently. My Moto something from November is on 8.0 and it had a security update, but that's all.

Xfinity just uploaded Pie on about the 31st. A month and a half after Google Fi uploaded it for the Moto X4.
