I'd like to use more than half my RAM.

Quick web survey indicates two common solutions:
Updated BIOS and the following:

Press Windows Key + R and type msconfig into the run command box.
On the "Boot" tab, click on advanced options.
Make sure the box labelled "Maximum Memory" is NOT ticked. 
If it is, untick, save and restart.

I've only encountered this twice; first time was incorrect selection of W7 (or maybe Vista) flavor, and second time was resolved by reinstalling W7. Sorry, not much help.
