I recently received personal videos that were converted from HD to DVDs. They were originally taped in a wide-screen format, but display full sized, i.e. squeezed to 4:3 format. Is there some way to edit the files to make the videos display in a normal proportion in a letterbox?

In Media Player Classic, you can stretch the screen during playback with the NUM6 and NUM4 buttons. Not what you wanted, but the only way I know of.

virtualdub has some simple resizing filters if you want to re-encode the files.

Otherwise you're looking at a playback filter like dd mentioned. Perhaps some container formats (mkv, avi, ogg) might allow the specification of aspect ratio on playback that will 'fix' the issue by means of a playback filter.
