MS has (today) updated and re-released the Post-SP4 Security rollup for Win2k because Verison 1 contained bugs, including "a bug in restarting Windows 2000". I'm still reading the News.com article. It may be worthwhile installing this new version to see if the problem you have been battling will go away.

Version 2 of Update roll-up 1 can be downloaded from MS here; it's called KB891861.

It's only 32MB in size!
