Ok, this should be an easy little question. Back in the day, with windows 95 shortcuts, you could put a question mark at the end of the target path, so that when executed, the shortcut would pop up a little query box asking for arguments to be passed to the .exe.

How do I do it in W2k/XP?

Copy the _default.pif file from the Winnt directory and rename it as desired. Select Properties and edit Cmd line as per Windows 95.

Interestingly, you can use the question mark trick to pass parameters to 32-bit Windows programs as well.

Cheers. It's a handy function, I wonder why it's not so obvious to perform anymore.
