WinXP SP2 P2P Fix

I heard (from Blake I believe) that there is a patch for WinXP SP2 to allow P2P programs to work better (because SP2 limits the number of connections on ports). Does anybody have any good/reliabile links or more info about it?

Has M$ relased any official fixes or are these all hacks?
