My solution to temp issues for the past few years is a full tower case even though all my stuff would fit into a midtower. Since it just sits under my desk, the extra height isn't really noticed.

I've occasionally just left the little slot cover off the case for the slot immediately below the AGP slot. Not sure how much that helps, but it's better than nothing.

I'm leaning towards installing my old ATi 8500 AGP card and passing on PCI-E boards and integrated graphics. It's overkill but my old 8500 is just sitting around, and it will give my parents a DVI out, which might be very useful as they want a flatpanel.
