It's clocked at 1.8GHz at default frequency and it should reach 2.25GHz pretty easily (the frequency it will operate when the FSB is set to 166MHz DDR). If X-bit could reach 2.3GHz with the 2600+ model, then 2.25GHz should be a reasonnable frequency to expect when overclocking.

I wouldn't expect the 2400+ and 2600+ model to work with a FSB overclocked to 333MHz, so from my perspective, they are less interesting.

It would seem that the 2600+ CPU's will in fact work with 333Mhz FBS provided they have a decent water cooling rig strapped to them...

Why is the difference of the stepping (0 to 1) so important for the new Athlon XP?

As I understand it AMD have added a new metal layer to the core, which moves some of the electron pathways, reducing crosstalk and heat production.

To put it another way they have optimised the core by altering some of the copper interconects to be more efficient.
