Can't play streaming MP3s

Using Winamp 5.32 on my WinXP SP2 machine, I can no longer connect to Shoutcast streams. The streams come up in my playlist editor, and it scrolls through the 10 streams, but none of them connect. I can't use IE to play streams. When I use the built in Media Library in Winamp it says "Sorry, the media library feature you are attempting to use requires an internet connection" - and I clearly have one. I installed Winamp 5.32 on another computer recently and got the same error but could play when I connected via Firefox to shoutcast. Thinking it was a bug in 5.32, I installed 5.31, but got the same thing. Installed Foobar2000, and when I open shoutcast streams with it I get "unable to open item for playback (could not connect to host). Thinking maybe my ISP is now blocking streams, I used Winamp on my wife's computer and could use her 5.32 Media Library and could stream from shoutcast.com via Firefox.

WTF is going on???

Interestingly, I've also lost the ability to share folders across my home network with my wife's computer. Anybody know of a simple, unifying hypothesis? Did the evil inherent in Microsoft, AOL (Winamp), and Comcast finally join forces to destroy my computer?

Microsoft. Or any other firewall software you have installed on your machine.
Uninstall/disable any firewall/"internet security" crap and try again. Make sure you don't have any funky port-forwarding rules on your router.

I reviewed all processes running and didn't see anything out of the ordinary. Stopped AVG Free and anything I didn't immediately recognize. Went into services and set Windows firewall from automatic to manual. No improvement. Rebooted, no improvement. Still can't stream MP3s, still can't see my wife's shared folders although now I can see the workgroup (MSHOME; yes I'm too lazy to change the name of something that's not working). She too can see the workgroup now but not anything inside my computer.

Port forwarding remains disabled. My Linksys router is set with pretty standard settings. I even unplugged it for a minute just to see if a reboot would help.

Given that other networking components are not working as well I would suggest uninstalling/reinstalling all network devices if that is practical. It's possible that something has been messed up in your network stack and refreshing it may help.
If the two things are coincidental then it may be that there is a problem somewhere in the windows media filters used for mp3 streaming. Try some other software that doesn't use the widows mp3 streaming implementation (VLC would probably work if you can point it at the streams), or remove any codec packs you may have installed and make sure you have the latest version of DirectX/WMP.
That's all I can think of that might help, but I don't listen to streamed music so it's kind of just generic network/media stuff...

I uninstalled a Cisco VPN client from my school that I'm not using, and uninstalled and reinstalled my NIC. Made sure the service "computer browser" was started. Still can't browse my network, still can't stream MP3s.
WTF?

Your network stack is hosed or something else is blocking network traffic. If your ping command doesn't work, I would reccomend re-installing your TCP/IP stack.

start/run/command

at the command prompt I typed "netsh int ip reset resetlog.txt" and it said "netsh is not regonized as an internal or external command, operable program or batch file"

start/run/netsh int ip reset resetlog.txt gave "this application has failed to start because framedyn.dll was not found. Re-installing the application may fix this problem" in a text box who's title was "netsh.exe - unable to locate component"

WTF?

I'm going to go out on a limb and suggest to you that something has eaten your Windows install, or at least important parts of it.

Maybe a repair install of Windows is in order?

yeah, I was starting to think along those lines . . . except I really don't want to spend the time on a new install

In another post http://www.storageforum.net/forum/archive/index.php/t-6115.html a member was having a problem with the thread title issue regarding framedyn.dll. I can't reply to it, I'm guessing because the thread is archived, but the correct fix is the Microsoft Knowledgebase article ""Application Has Failed to Start Because Framedyn.dll Was Not Found" Error Message When You Open the System Properties Dialog Box".
