DNS and pinging works, but content blocked?

Hey all, not sure if this is a dumb question or not, but I haven't worked on Windows issues for a while.

What could cause all content to be blocked (in IE and Firefox in WinXP), resulting in "unable to display" (or similar), yet still allow me to ping any website I desire? DNS works fine. I get the message in IE that "web site found", but it never loads. I booted up a Mepis CD and everything works great.

On this computer (not mine) I was going to remove Cybersitter (content filtering program) which I suspected of being the cause of the problem, and perhaps Norton Internet Security, which was recently installed. But the list of programs in add/remove programs has evaporated and I didn't think fast enough to remove through the start menu or in the program directory. I didn't get time to fix the computer then (obviously, or I likely wouldn't be here).

Any ideas?

Certainly get anything Norton off the machine. That is a bad idea regardless. After that, Cybersitter sounds like a second likely thing.

See if you can ping on port 80...it might be blocked completely.
