Might be related to interlaced video (even though they are photos). I had the same problems with this about a year ago when I was trying to produce a short video. My video had still images in it and certain parts of the image shook.

A still image in a motion video (PAL, SECAM, or NTSC) should normally be rendered with both of the 2:1 interlaced fields being equal so that the video frame does not exhibit that visual "jitter" you are seeing.
