Installing Traffic Shaping/QOS on a Smoothwall

I'm running a Smoothwall on the T-1 at my game center. The problem starts when someone tries to download something and maxes the connection, immediatly the CS guys are whining about 200ms+ ping times. I'm under the impression that some kind of traffic shaping could solve my problems?

The purpose of this thread is 3 fold:

1. Confirm if this will fix my problem
2. Identify which software package would work best
3. Find someone who I could hire to install it

The difference between 1 and 2 Megabit/Sec is brutal. Shame they don't have anything in between.
