"Phoenix is the next generation .NET optimization framework which will be the basis for code generation for all future Microsoft optimizing compilers," such as Microsoft's Visual Basic, Visual C++, and Visual C# ones, according to a description of the Faculty Summit session on the technology.
As read in this article. No wonder why then the small guys behind the formerly-named Phoenix browser had to let go the name.

I thought they had to change the name because the BIOS company Phoenix claimed trademark infringement, and threatened to sue.

There's actually a Phoenix database product from Starbase. Starbase is the company that objected to the Phoenix named browser.
