The guy behind "Project Stealth" is obviously an inventor with keen technical abilities and many projects (successful and failed) in his back. As Rocco (NRG) said, I wouldn't risk water-cooling with a custom design like this.

Zalman or Vapochill for the moment work well...
(the second is quite costly actually)
