Six months on, I'm not sure if this is as clear cut.
I can now buy an i5-9400F (6c, 2.9-4.1GHz, no IGP) for US$155. Ryzen 5 2600 (6c/12t 3.4-3.9GHz) is US$153. The Intel has a higher IPC and uses slightly less power. The Ryzen creams it with 12 concurrent threads, but that's not a realistic...
