Slower at what? It's hard to say. If they didn't offer the CPU in a configuration from eMachines, I wouldn't bet on it being supported. It might be, it might not be. It also might not have enough current capability or a power supply capable of feeding a faster chip that uses more power...

It seems pretty obvious to me. 1) It's not a consumer camera with that price tag. 2) It's easy to turn 4096x2160 video into 3840x2160 via cropping. It's not so easy to turn 3840x2160 video into 4096x2160 video.
