My money would be that it is the software falling over itself. It just sucks.

You might even be able to swap out that server and network for a laptop and token ring without seeing a performance difference.

I am very much in "not my job" category at this point. Dickbag bought Act 2009 ST on the advice of some dude who does Act consulting. I would expect this guy to be in there screwing around with whatever parameters are available to be screwed with, but as far as I know he hasn't even logged in to take a look at the configuration.

I can see where it would be hard for you to commit or be excited/passionate to help when ACT wasn't your first choice to begin with...not to mention this guy is a dick.

Have you tried running a distributed project on the machine? Perhaps if you looked for some aliens or did some biomedical research, ACT would get jealous and start working.
