Cheapest PCI audio card with SPDIF

All I see these days are ultra-basic PCI audio card and everything else seems to have moved to the PCI-E interface. I have a customer who needs an SPDIF and can only plug a card into a PCI slot.

I don't care about the audio processor. I only care about the price : cheap.

I know you requested PCI, but would USB be an option? If so, how about this? Roughly $30 USD.

Edit: Also, the audio quality will likely be better than any PCI card you put in the machine since this device is outside the PC.

I'm usually able to find Via Envy cards on Ebay for $6 - $10. Usually they ship from Hong Kong but the only seller who has any up right now is in the UK.

They're a big step up from the typical RealTek crap and they have both TOSLink and SPDIF connectors on them.
