Thanks guys. Powershell actually returned the same error. I did some Googling and found two other people encounter the same issue but no resolution. Does MS' per-issue support work on Technical Previews?

Nope. No entries in the log. Not even informational.

Nope. Not even informational. For the record, successfully creating a virtual disk also doesn't throw an event. I can create any space I like that isn't tiered, but anything with the "tiered" box checked errors with the same issue. Grr.
