The only way those smallish low profile vehicles could work is if they were the only vehicles on our roads. Otherwise, there's no way to make one that would pass collision tests. Against an SUV, it's little more than a critter.

Maybe a really low sort of wedge shaped vehicle would work. So the SUV would start to drive over you, and then probably roll, but importantly it would keep most of it's deadly, deadly kinetic energy to itself. It only seems fair that the massive increase in probable fatalities that an SUV brings to a crash is borne by the person responsible for bringing it. (And replacing the airbag with a 12 gauge just seems like an overly vindictive solution)

There are laws on bumper height in most states, you can't make a car shaped like a ramp.
