Server 2008 has a horrible boot time. Much worse than Win7. I have to admit that I haven't ever tried the core Install.

In my experiment with 2008 Core, the boot time wasn't very long. It wasn't nearly as bad as the normal Server 2008. Actually, now that I think of it, Server 2003 64-bit booted damn fast in a VM. Sometimes I'd never even see the logo for starting windows.

Boot time on Server 2008 is awesome if you aren't running many services. My game machine (with a 250GB Vertex3) starts in ~14 seconds.

It takes me several minutes to boot up my 2008 server. It just has a few roles (domain controller, backup, file server, hypervisor) It doesn't have a fast HD or even a fast processor. Perhaps I ought to go through and see what I can eliminate. Win7 on equivalent HW takes 25-30 seconds.
