How good is Android about connecting to the best AP when initially connecting?

Not particularly. My experience with Android, Windows, iOS, and OSX are all about the same. They maintain a list of APs and that list has priorities assigned to them. Of all the APs available, it will choose the one highest up the list rather than the one with the highest strength.

In this case, it's the same SSID with more than one AP.

I don't know enough about how this works, but I suspect that there is additional information beyond SSID and security settings that differentiates APs. I number of places I've gone will show multiple networks even if they all have the same SSID/security (even going so far as to require the credentials be re-entered).
