I think you just need an ATI graphics card. The drivers offload the DVD decoding to the video card.

At face value the ATI card looks the best in visual display, but I'll be extremely picky and suggest that the comparison would have been better if all three cards captured the exact same frame. They look to be roughly 1-5 frames in difference. Removing that difference would help to reconfirm your concern about the PVR 250's quality. Look at the mouth in the lion king screen captures...they all differ slightly.

I'm wondering if you can capture video from a VCR using the ATI Radeon 800XL, and if so, how do you do it?

I've noticed with WinDVD, it's showing the ATI card as a source of video input for recording.
