So what is the final verdict? Is the 4770 really better than the 990X was?

I haven't put in time to OC the 4770 yet. I'll need to do that before I can tell you for sure, but I suspect it may be. And the fewer cores makes it a more consistent performer.

Finally got around to starting to OC this thing (my sig, "Work2"). I can't even take the base clock from 100 to 103 without an instant hard-freeze. Something must be wrong.

Bummer. Can you at least force all the cores to the Turbo boot speed?

It was my understanding that Haswell non-K versions are not overclockable at all and the K-Versions, while overclockable have transactional memory (TSX) and I/O virtualization (VT-d) features removed.

Do I need those fancy transvagional and virtual features for PS and Capture One?

It is like the old P4 days where you could get P4's at the same clock speed with different features (x64 versions; X32 only versions, and with or without virtualization support (VT-x)).

The old P4 also did not overclock worth a damn, e.g., my 3.2GHz was only good for 3.4Ghz. It's seemingly full circle now. :(

Probably not (yet), but if you are going to be running future virtualization products (like Win8) then eventually very likely. Note, I can't use the Win8 virtualization features (or even server 2012 Hyper-V but 2008 hypwer-v is fine) on core2duo processors and I can't install Win8 at all on any P4 that doesn't have virtualization (Vt-d) or support for the NX bit in the BIOS and some P4's have those and some do not.

So in the long run, those features likely to be important, but not yet for it is just to new and the software hasn't been built that requires them.

Prior non K CPUs of Sandy Bridge / Ivy Bridge allowed you to change the multiplier up to 4 steps higher. That means you could take a 3.0gHz chip to 3.4gHz. With Haswell, Intel got rid of that.

Indeed. I think dd really got transvaginal'd on this CPU. But Intel has to sell those -EE SKUs somehow.

It looks like the cost of the special K version is about +10%, so that is about right if the OC is 4.2GHz compared to 3.9GHz turbo.

So in the BOISE that is locked too? K seems mandatory for performance now.

The -k CPUs have their own set of drawbacks, principally from the loss of hardware virtualization support. If you want to run a cheap server on desktop parts, you have to go live in AMD's world.

Not being able to OC is not the end of the world. It just means you get what you paid for with no extra's.

They better not do the same trick on their server chips. Those I'll buy for the server farm upgrade in about three weeks will cost ~3000$ each. If one fails just after its warranty expires and I find out those mofo put a cheap thermal interface into it, I'll drive to their head quarter and I'll strangle a bunch of engineers with my bare hands.

Strangle the bean counters instead. The engineers I'm sure want the best thermal interface. It's the accountants who tell them otherwise. I can't say how many otherwise great products have been ruined by planned obsolescence and/or intentionally designing in failure points, all in the name of increasing profits.

Storage porn. I've found people online who were able to install Win10 on a RAID0 of these beasts.

Every board I've worked on that used them needed multiple BIOS flashes before those would even boot. Also, what do you suppose the actual real-world gain from using just one might be? I'd put money on under half a second faster for Windows boot time.

My clients have the money. At their level this isn't even a poor choice. I try to cultivate a knowledge and appreciation of what is possible and they choose to have it. Compared to a garage full of sports cars or a jet (or both) this is chump change.
