    Sometimes the conspiracy theorist gets carried away. What if, on this new install, they just crank the line ability way down, to sell you the 10 mb/sec package? I just ran three tests, highest 1400k, lowest 965. Average is 3.7 mb/ sec, my isp average 5.1 mb/sec.
