Antec makes fans that are temperature controlled. These are great for exhaust fans in your case. The hotter it gets, the faster they spin. And even then they don't make a lot of noise. Like this one.

BTW, Comcast phone is Not VOIP. They are just using their cable network to route calls, just like Ma Bell.
