IIRC, some of the really cheap ZTE Android phones still use resistive touch screens... eg the ZTE Racer. However most of these cheaper phones are stuck with Android 2.1/2.2 with no updates in sight... and I don't know if CM7 supports them.

Be warned that it does start off very slow, but by season 2 has picked up speed considerably.
